Concilium plebis

Concilium plebis was a folk gathering formed in the 5th century BCE. The organization of this assembly was based on territorial units tribus, whose number was fixed at 35.
In practice, concilium plebis was very similar to comitia tributa, which is why the competency differences faded over time. In 287 BCE by virtue of lex Hortensia it was decided that the resolutions concilia plebis were to apply to all citizens, i.e. they were adopted on behalf of the state.
Concilium plebis chose plebeian officials: tribunes (tribuni plebis) and plebeian edyls (aediles plebis).
