The building was created on the initiative of Herod Agrippa &#8211; <a href=\"https:\/\/imperiumromanum.pl\/en\/roman-constitution\/roman-kingdom\/roman-kings\/\">King<\/a> of Judea. Caesarea was once a prosperous ancient city that needed a constant supply of fresh water.
