The legendary first king of Rome, Romulus wanted to create a great and populated Rome. To this end, it required parents not to kill any children until the age of three, unless the child was deformed or paralyzed.

In such situations, he agreed to kill the child, with the proviso that the parents would first show the sick child to their five closest neighbours who had to consent to the death of the child.
